Charisma is hardly used, or at least not nearly as useful as players thought back in '99. It has a slight modifier to charm and mesmerize lines and a small modifier to prevent aggro on a failed lull attempt. The difference between CHA of 100 and CHA of 225 might be noticeable but the difference between 95 and 105 won't be.
Dexterity slightly impacts the chance of a missed note
Intelligence affects your mana level which is used for a few songs and AA abilities later in the game.
Wisdom isn't used for bards at all
Agility affects your armor class and damage avoidance
Strength affects melee damage
Stamina affects hit points.
For the most part, your skills matter far more than your stats, especially within starting character ranges. Having 1HS of 60/60 will do more damage than a skill of 35/60 with five points more strength and you'll land more songs and miss fewer notes if your instrument skills are maxed than because you has an extra couple points of Dexterity.
In a "1999" style setting, I would put as many points into Stamina as possible and the remainder into Strength (plate is heavy) or maybe Charisma or Agility. You'll use the extra hit points far more than the occasional hit or miss on a song. In the "real" game, it barely matters since you'll max all your stats quickly anyway on Defiant gear. Human or half-elf are probably the best bard starting races, stat-wise (Vah Shir not being available in a progression setting I assume). Wood elves suffer from very low stamina (65) and low strength (over-encumbered by wearing a breastplate) so you'll waste most of your starter points trying to make up for that. But then I used to have a wood elf bard as my main for many years so obviously any class is playable.
Another point is that "bard gear" earlier in the game's history tended to have +CHA stats whereas stamina was a lot harder to raise. And general +STA gear was in competition with the melee/tank classes. So you'll want to boost stamina from the start.
