I'm going to have to be the buzzkill here. It's a great idea but one whose time has long past. Based on the team's development decisions, I get the idea that they're focused on where "the metrics" tell them the bulk of their active playerbase lies. If their datamining is as robust as later games are (I know City of Heroes devs could tell you how many times a specific power was used on a specific mob, for example), they'd know exactly how much activity each zone in a particular level range saw. This is why their hotzone selections boggle my mind. But that's neither here nor there.
What I'm getting at is the fact that I don't think too many players are interested in "dumb but fun" things and unless the Runnyeye Stein of Orb Slaying has ridiculous stats or a truly unique, standout look, not many people are going to want it. How many years was the Blued Two Handed Hammer quest broken (because of ONE spawn)? And how long has it been since faction (not rep) has actually mattered? There are a lot of existing quests that could be restored to their original states with no adverse effects by today's standards. Those would be dumb but fun. Tonics for Tumpy, the bonechip/DF belt quest in Kaladim, bonechips to Lashun Novashine, lots of those old quests could be restored and not disrupt balance. Take it from someone who made his first 100,000 plat solely off Tumpy Tonics (and wound up looting a Mithril Runed Tunic because no one would accept the 100k plat for it), there's lots of "nerfed" content in this game that could be repurposed or restored and it would be new to a lot of people.

The worst thing about shrouds is having to spend the AA's and then make hot keys. Most players want to jump in and start playing. I know I do. If I'm going to do all that work I'll make a new Heroic toon. And even for those, the game handles a lot of this tedious prep work on its own. Maybe if they did that for shrouds more people would use them. But it would still be a drop in the bucket, altho ideas like yours might help.

Can't you save your hotbar configuration with shrouds, like you can with monster missions?
