Once we know the name of the expac we can get the Zam dev (although I think it is a new person vs. a legacy person that did it in the past) to create the expansion flag in the database.
Then we can create the zones. Old content was way easier because the zones were just zones. Now that we have variations on the same zones (instances) it is really important that we get told the information clearly... that didn't happen with TBM and I am still not sure if we actually have all the zones of the expac created and linked together correctly (example if someone tells us the only access to a zone is a quest NPC in plane of health then that is all we know).
Once the zones exist it is easier for users to post NPC's. A few users posted huge tracking lists early in TBM which accounts for the zones with high population counts... last I looked there was still TBM zones with almost no known NPC.
In the meantime item collector does its thing and some users post "it dropped of NPC _______" under those entries. If the NPC exists we can link it, otherwise we have to create the NPC entry then link it. If no one is running item collector in the new content we don't get the items (and of course if the item collector is broken no one can help anyways).
Quests/tasks/missions are way easier to enter when a user posting a submission gives us the simple breakdown (starting NPC & zone) and then a clearly written quest description. TBM had moments of a quest being submitted for a zone that didn't yet exist, items that hadn't been collected and NPC that were unknown... and the quest having to be rewritten to be understandable.
