reduce healing poison'sFollow

i'm sure i seen one... i could be wrong..i know the rogues and wow have em .. but i'm sure i seen something in eq that reduced the incoming healing on the mob/pc

is there such a one or would anyone know of any poison such as so?

i'm prob just wishful thinking but i've tried searching but coming up empty so i figure i ask
