I posted in the thread for this quest "A Tearable Fear". If anyone knows what causes it to bug out, please let me know.

Update:

Figured it out:

On a hunch, I dropped cheetah and SoE buffs, and turned on walk instead of run. Since I was 2 boxing and using one merc, I was consistently getting the kill shot on the merc when the 2 PCs were farther away due to the fear. Still got the kill shot by the merc, but I was at least close by when it happened :)
