Is possible to up grand your guild Hall and how do you create a guild bank vault?
You have to eat the guild hall and buy another that you want. The NPC you need to see to buy a guild bank vault is Brent Harnak in Sunrise Hills. Item you are looking for is "Friendly Guild Guild-Banker" 1pp

If I remember correctly, there's some package you can get which has a ton of guild hall NPCs in it. Banker, merchant, porter, tribute, etc. Don't remember where I got it, if it was a merchant in Sunrise Hills, or through DBC, it's been a long time.

Ok so I bought another Friendly Guild-Guild banker but I still can't create any Vaults. What am I doing wrong?
Vaults, do you mean more storage? The guild banker is just that a guild banker. you can put items in and move them to the bank inventory and reflect just like the small guild off of Guild Hall

Vinney I heard that there was a way to add vaults to the Guild Bank to be able to put more items in the bank. Or containers with Items in them.
Yes, You can buy a Estate Crate that adds 500 spaces, Only owner can withdraw, but all my properties have one and it comes in handy when I craft or store craft items. But one house I keep all weapons, one all shield, one placeable items etc.... Toon’s can own 3 house each. If you put one of these on your property you get a ton of storage for those keepsake items, You can put one in guild area also. I would put on outside.

Those purchased crates can only hold placeable items though - not general storage of non-placeable items.
I also think you can configure access so other people can withdraw or interact with items as long as they aren't no trade. I do this with all my houses (some of which have crates).

I never really noticed but looks like guild halls can only store placeable items and have to use the guild banker for hold other items. Vault Option doesn't seem to exist for Guild Halls
Houses seem to be different and you can save anything in House or Property vault
