Why are they so much more preferred at level 40 more than Earth or fire?

bc u can duo with a tank or pally he can pull several monsters at a time hit each one a couple times and then the ice wizzy uses pbaoe to wipe them all out at once

Well, in PvE they are good in a group. They also have downfalls. They can't solo, and in RvR while they can hold keep doors for awhile and kill tower captain, not a whole lot else will work with them. I'd personally pick an air theurgist over an ice wizzy in RvR. I'd also pick a fire wizzy over an ice wizzy in RvR, though.
Fire wizzi's have much more utility in RvR than an ice wizard. A good Fire Wizard will have subb'ed in earth. Most people do not have very good vs. earth. You can AOE Root if you're short a mezzer and then start assisting MA. Also very good for taking out tower captain. Very good for clearing the top of the tower when sieging. Very good for taking people out who are attacking the doors. AOE Blast rocks sooo much harder than AOE ice.
