How often do they purge accounts?Follow

id say NEVER unless you were on a server that has been split or dropped.

i stopped playing long before foundations was released, and when i came back several months ago my toons were still there.

Mythic has not yet had a character purge. That does not mean they never will. The industry standard is that your characters are guaranteed for 3 months after cancellation. Most games will not purge unless their capacity is suffering. I doubt Mythic has ever approached capacity, so all characters are still there.
