Looking for some help with Master lvl'sFollow

Well i played DAOC for about 2 years and i quit right befor Master lvls came out and i plan on playing again i was just wandering do i need to get ToA to get them or are they avaliable to everyone in game no matter what expansion they are playing on?? if i need Toa for it i will go buy that asap.
