Whats up with the dragonflies next to a stable merchant i saw in a town. Are they new, or have I just been completely oblivious to them. What are they for?

They are part of the "new" newbie quests given by the base class trainers. It's pretty cool flying on one. If you haven't already, start a newbie just for the experience :)
