Is there any rhyme or reason as to when the Mau will dream his camp is on fire to get the Dream Sphere Artifact?
AFAIK, it is completely random. Best bet is to just camp a toon there and check everyonce in a while (even better if you are on a cluster).
It is not completly random. It is on a 12 hour respawn. I've camped it several times to prove it. If its on the same timer as Lancelot look for it between the hours of 11am CENTRAL STANDARD TIME and 1pm or 11pm and 1am. Also a hint for Snakecharmers is 9am CENTRAL STANDARD TIME, 4pm, 9pm and 4 am. I've never had it not pop at these times.
Noticing something about Dream Sphere....all the documentation says it is level 50....wonder why mine says level 45 and even though I have leveled it to almost level 4 it still says level 45 magical item.
Will this make any difference to the artifact once it reaches level 10?

No, it just means it can be equipped at lvl 45.
