A couple days ago someone posted a link about people who create a character during phase 4 wouldn't receive the in game bonuses from ordering the collectors edition, I was just wondering if anyone can confirm this? I don't wanna invest a lot of energy into my character if I'm gonna have to delete her once early access comes around to get my bonus items.

You will get the bonus items, its just that they won't be available until launch I think.
Yea, that thread was later updated with a dev response:

Unfortunately it looks like that agent handed you some outdated information. Players will in fact be able to apply CE items to their existing characters. All CE items are available to any character on an account where the registration is applied. This includes existing characters (1.0 created characters), and new characters (characters created now and going forward on that account).
Sorry for the mix-up, we'll work harder to make sure our agents are working with the most up-to-date information to prevent miscommunications like the above.
