When does open beta start for eastern time? I didnt participate in Phase 3 beta. My email code email says open beta starts at 2AM PDT Friday 16th. Is this the time it would start for me?

I did have a registered account for 1.0.
Also when it says: "Received a PlayStation 3 promotion code in the days before the start of Beta 4 testing." I recieved my code 2am today, so does that apply?
My email with the code in it says:
Thank you for signing up for the FFXIV: A Realm Reborn Beta Test on PS3!
The final beta test will kick off on Friday, August 16, 2013 at 2 a.m. (PDT) and last until Monday, August 19, 2013 at 2 a.m. (PDT).
Is this correct, and would mean I am eligable to play on Friday Aug 16 at 2am?
Also when it says: "Received a PlayStation 3 promotion code in the days before the start of Beta 4 testing." I recieved my code 2am today, so does that apply?
