It's a link to SE support explaining to people who got banned what it means when they receive the message "There are no valid service accounts". Since this is in the sub-forum of the [BANS] part of their knowledge base, I don't think it applies to just anyone. If you haven't registered a game to your Square Enix ID then you'd get the same message.
Sorta off topic, but I recall someone who actually had been banned posting a screenshot of what they saw when they tried to access their Square Enix account through the SE ID system. Their service account wasn't invalid, but where it normally said something related to the status of their account (I think it was 'active' or 'continuous' maybe), the banned account said 'unusable'. The person could still post to the official forums, but couldn't log into the game. Struck me as odd, but SE works in mysterious ways I guess.
I wouldn't read too much into what that message says in the link. Not having a valid service account could apply to everyone who applied and was accepted to beta testing, but never actually registered a full copy of the game to their Square Enix ID.
