I saved the directories they said but what is the data file with the character in it.. do I need to copy it over to the new directory?

Are you referring to the character creation details, or more than that?
When I went to create my character, I might have missed the option at first. When I cancelled character creation and started over, I saw the option to load a definition, and my two characters from P3 were listed. I didn't have to copy or move any files.
