It's actually a lot different.
If you make a raid listing to recruit a group, then you're saying, "I'm the leader here, I'm going to put in the time and effort to organize this, and the buck stops with me."
Raid finder has you write a description, list your group so people can see what you are interested in and you wait for people who are interested to contact you. In XI, you write a description, list yourself so people can see what you are interested in and you wait for people who are interested to contact you. Who is leading or being led matters little because you're still doing the same thing.
There's a difference between being a leader and being the leader of your group. One makes you qualified to form a competent team of players to clear a raid and the other affords you an icon next to your name. The people who are willing to lead a successful raid don't need a tool because they already realize that it's not saving them any 'work'.
The fact that it's cross-server is a wash. Like I said earlier you do increase the player pool which increases your odds of recruiting or being recruited, but those odds are offset by the fact that you're also introducing more competition for your raid spots and more inexperienced players looking for a carry.
