I want to commission craft for someone an piece of armor that requires a piece of Heirloom material to make the armor, and that someone has the Heirloom material and all the other Materials to make this armor. Can I craft this for them?

You should be able to, since you're able to use commission crafting to use materials that are no-trade also.
Yes you can. That's how people get the Void Shard and such armors crafted for them. 
The only time you cannot commission something for a person will be when the recipe specifically states so. It's pretty rare that that occurs--the Brewmeister's Backpack is the only one I've ever seen it on.
