Coercer QuestionFollow

I would like to know what the Ability Reuse affects, is it useful and what should it be at. I have yet to find a good place to find info on Stats and what is useful and what is not. When asking around the answers when I get do not help clear things up and what I need to focus on and what is best for what. I found an AA spec of a coercer that raids but since this last xpac I find I am having some problems with my power-feeds being exceedingly slow in recovering. This has lead me to playing around a bit with a spec so that I can find one that might help with this issue. I am wondering if the ability reuse would help? Currently doing a little testing with that. But I also see a spell reuse and I have yet to see anything move that from 0. Please if you have knowledge on any of this I am all ears. I know play style affects the way AA's and gear are chosen but I want to be a benefit to the raid force not a burden.
