I think he means Mistwalker. Some Mistwalkers quest in Tiger Stance and then switch to Serpent Stance to heal dungeons or whatever. Since intellect no longer gives mana, you only need intellect gear for the spell power, which isn't really a big deal while leveling.
Honestly, though, if you're not running dungeons as the healer, it's much easier to just go Windwalker or Brewmaster if you've got the agility gear. Your self-healing in either of those specs is ridiculous. Both generate health orbs randomly and have access to Chi Wave, which is still pretty OP despite the nerf, so don't even worry about survivability. And spell power is going to be more important in Northrend and Cataclysm than Vanilla and Outland. Whether you have 400 spell power or not doesn't matter at level 80. Whether you have 2,000 or not does matter at level 85.
Also, tanking is easy as a Monk. Just pop Guard every 30 seconds (don't glyph it while leveling) and it doesn't matter what you do. Keg Smash holds aggro like a boss, and generates Chi, so you only really have to hit two buttons if you can't be ****** You can mix in some Blackout Kick for avoidance, Chi Wave for healing or Breath of Fire for damage if you want to spend your Chi on stuff. Also, when your brew hits 10+ stacks, pop it for 80% avoidance.*
