these are not crafted they are now unavailable loot / reward i beleive hence the hefty price tag

The Marine Armor Backpack can not be made.

They were an item that you got from a a Rebel Recruiter and bought with positive rebel faction points. They are no longer available.

The rest of the Marine Armor can be made by Rebel Master Armorsmiths, Trader (Munitions) lvl 90.
