I'm level 4 elf and I want to get a vocation. Where do I get one?

You have to finish the tutorial part of the game, dunno if you have done that yet or not. Then go to a master/mistress of apprentices to get your vocation. Michel Delving, Bree, Celondim, Thorin's Hall are the places I know there is one.
