Apparently, with resources it's not the type of materials available that make the perfect saber, to put your saber to the maximum affect at your level will be the quality percentage increase bonus.

For all Lightsabers it will be Conductivity and Overall Quality.

Try to harvest or purchase if your rich enough with these stats with high quality. Sabers lean toward more over for Overall Quality so usualy 900 and above are great. Also, try to find resources with decent Conductivity to get the maximum effect.
