ARC-120 Quest IssueFollow

So I'm finally a high enough pilot to pilot the ARC-120. Hey, what can I say, it looks cool as hell. Anyway, I know the quest starts on Naboo with the Queen. So I go to her, yet I cannot get the quest. Now my low level Jedi can get the quest, so I figure that in order to get it, I have to have some standing with the RSF of Naboo. But thats my problem, I cannot seem to start the quest. I'm afraid that becuase I have not been following the legacy quest on my trader, I'm going to have to go back and do all that just so I can get the ARC. Does anyone know if I can do a mission outside of the legacy to get access to the quest? Or is there a "starting off point" somewhere along the quest line? or do I have to go back to Mos Eisley and start with the Twi'lek that Jabba sent looking for me at lvl 5?
