I own a medium house. I bought an incubator. I placed it in the house by dropping it in there. Got it into position I wanted.

When i try to use it, I do not get option 5, which lets me add power.

I am currently carrying 12,000 Geothermal Renewable Energy on me.

Any ideas why this doesn't work?

I know this must seem like a very silly question but...did you activate the incubator? That must be done before you can do anything.
