please can someone help me ? i deleting my legacy quest at lvl 26 and dont no how i can get it back :(

Typically you talk to the last NPC you talked to for the particular Legacy quest you were on. Do you know what the quest was called? If not, describe where you were and what you were doing (name of the NPCs your were to kill, name of items you were suppose to get, etc.).
why do people keep deleting there legacy quests? is it that much of a hassle to have it in there journal?

yes it was Quest Name: Rescue Karl Eckner but i was by npc hugo eckner and he dont give me this quest again... :(

Alright, you have a few people you can try to talk to. Since you're at Theed Palace, where Hugo is, talk to Pooja Naberrie right outside the palace front door. See if she can get you back on track. If that doesn't work, try talking to the two NPCs in Theed from the two previous quests that lead to this one: Jorgellansel (Doing Darkwalker Deeds) and Toff Henrou (Doing Skaak Tipper Dirty Work). If none of these work, your last hope will be to go talk to Karl Eckner in the Darkwater Hideout.
If all of this doesn't get your quest back, you'll need to file a help ticket (H key by default).
