Would say pretty much all they already have. Would just add that you cap at level 9 on the Space Station. Technically, you'll have enough for Level 10, but if I recall, I didn't actually level until I went down to the planet. Also don't remember if it kept adding my surplus experience (and so carried over) or if I lost the excess.
I recommend completing all the missions you are allowed to on the station, just for the money if nothing else. I had one character that was level capped, but I still completed several missions before leaving. Even if you are not interested in being a pilot, the space missions from the station are worth a lot of money, both in credits earned, but also all of the ship component loot. If you don't want to be a pilot, you can sell all of that loot.
Definitely get started on Legacy as soon as you are on the planet and at level 10 (in case you decided to go down before level 10.) I also recommend taking a break out of the legacy quests every so often to either level grind (such as spawn hunting) or doing the 10 terminal missions already mentioned. As you get further into the quests, it helps to be a couple levels higher than "needed." They'll still be challenging, you'll still get lots of experience, but you will find them going a wee-bit faster and easier.
Don't know what to say for you getting owned by the creatures on the station while you are CL7. I'm assuming you mean CL (combat level) and not just simply Level 7 (Traders and Entertainers are different than Combat professions.) Also, maybe you mean Gamma Station? Even level capped, my character could get owned by mobs in some of the deeper areas of Gamma Station. CL7 would be even harder.
I was about to give you a spoiler for the Legacy Quests, as advice. Decided not to. If you have problems when you get to the point, you obviously already know where to come for help.
