Spies are invisible, but in context of the game they are not. I mean they're "camoflauged" but there's no way to apply camo to this game because people just turn their Radial Flori off and besides we have auto aim and more that would show a camoflauged player.
So the devs have to have a mechanic to represent that spies are "camoflauged", not "invisible" and the only way to do that with this engine and code is to make the character invisible (or semi visible if a spy gets passively detected.) This is the only feasible way to represent camoflauge with the restricts of this game engine.
When a spy is in the city he blends into the crowd or the shadows, and the character goes invisible but in context its not like he's the Predator invisible, the spy has only blended into his surroundings.
If spies in this game became a disguise, the ruse wouldn't last for long on veteran players- they would figure it out and just follow the disguise player, knowing that players every step, waiting real close until the spy's disguise burns out.
On the other hand the Jedi cloak in context is invisibile because the Jedis using the force to mess with someones mind interrupting their vision, or something.
A smuggler's "Hide Ally", where the smuggler cloaks another player, is like the sumggler shoving his friend into the shadows, or crack in the wall.
