Projected player base?Follow

Hello fello fans =) I've recently affected my release from the service of the state and I have a couple of questions.
What kind of a tween girl following are we expecting here?
Will there be IP logging or a profanity filter?
Will the game be hosted inside the jurisdiction of the United States, or perhaps somewhere like Romania?
Will there be in game voice chat?
Will there be an official "player pictures" website, or perhaps one with streaming video?

Also, I'm starting up what I hope will become the Semi-Official HKO Fanclub, so if you're interesed in joining and either:
a girl between the ages of 9 and 14, or
a very feminine boy of 12
