Age of Conan implements fugitive systemFollow

The way it works is that if a high leveled player ganks lower level players to many times, they will be turned into a fugitive.
Gank enough and you will lose items if you get killed yourself.
These changes are being implemented as a result of players that are tired of being ganked asked for them.

Meh, I don't care about being ganked by higher levels, it happens in every game.
I care about the fact that FunCom have made the last portion of the Soldier Archtype destiny quest impossibly hard.
At lvl 20 I was pitted against 3 lvl 18's at the same time.
Now, it took me a few goes (and a few logouts cause If you die against them and then rez and go to fight them again it bugs out) to take down those three.
I thought "Excellent, finally got em down", then comes in another lvl 18, and I haven't had time to rest.

So back I go to kill again, get past the 3, then the extra, click rest to start regenerating my health and stam, and in come another 2 lvl 18's.

There's no way that a lvl 20 can handle that.

It is possible that you are doing it wrong. There may be a simple game mechanic that you are overlooking that will make it easier.

When you get tired of banging your head against the wall, take a step to the side and open the door.

Oh trust me, I'm not doing it wrong (3rd destiny quest I've gone through).
They just made it very hard.
Changing from frenzy stance to defense stance helped a bit, but not enough.
Thankfully I found a little thing on the AoC fourms about how to get out of the starting city without finishing or bypassing the destiny quest.
