why would hoth be in the game?

there would barely be anyone on hoth, let alone imperials.

considering the various planets that should be in the game but arent.. hoth is really pretty far down the list of 'wow that would be really cool' ... barren ice planet thats abandoned in the first few minutes of a film.. .. perhaps not.. :D

You start by picking a faction and then getting to level 90.

You then trundle your way to Aurellia and find a group that is doing it.
