Back during beta I remember them saying something about releasing expansions to the community for free, no $20+ charge for it, just a download like a normal patch.

I saw the LotRO box in the store the other day and figured I would come back and give it another shot. Looking at the box though I noticed it was the expansion and the game. Since I already have the game, all I need is the expansion. Is it sold separately or did they decide to actually give the expansion to existing accounts for free?

There are 2 types of 'expansion' in LoTRO.

The original edition (Shadows of Angmar) and the expansion (Mines of Moria) are both paid editions.

In each of the above there are minor expansions, free of charge, every 8 to 12 weeks)

If you buy Mines of Moria, there are no more paid for expansions. Buy Shadows of Angmar and you'll need to pay for Mines of Moria to be up to date.
