they made some changes to the way combat works, ok, being able to hit stuff and the amount of damage dealt, is related to ship size, sig radius, and velocity.
the best way of dealing with frigates if your in a cruiser or a battlecruiser, is to use light combat drones, warrior II's are probably the best for this, but even tech I hobgoblins should do the trick, unless.... mwd's its possible for frigates to have a mwd fitted which can increase their velocity well above 4k m/s in which case, drones have a hard time catching up to them, there are a few ways around this (vigil min tech I frigate with a 1mn mwd and 3 overdrives can hit around 5k m/sec!!) the first is to use a target painter and hit it with missiles - target painters i think also enable you to hit stuff with guns too, webs, if you web the target you can slow them down so much they can't avoid being hit.. and of course there is the trusty weapon upgrade method, if you are using projectiles, tracking enhancers/boosters can definitely help - and increase your range too, but how about the obvious ones, skills, have you trained up your gunnery skills, there are quite a few so its worth checking, the important ones are;
