Ah the joys of trying to work out the "logic" of a random number generator.
Here's the thing, and anyone who has spent time crafting in FFXI will be able to tell you the same thing: Random numbers are random. Influencing random numbers may be possible, but it doesn't make them not random
Nobody will ever be able to tell you with 100% certainty that DP affects or does not affect the outcome of your crafting attempts, what I can tell you is that you always have a base percentage chance to crit (HQ) an item that has an exceptional version. Your best bet for getting this to happen is to craft that item a whole bunch of times and hope very very hard.
That said, multiple sites are reporting that maintaining DPIII while crafting does in fact increase your chance to proc an ungrade. Of course, we can neither confirm nor deny this, so unless I can line up a dev chat and we ask them, nobody "really" knows.
Just remember to sacrifice a Qooqoo first, and you should do fine.
BTW, Amnesty and I are both firing up crafters, so the Crafting section of our site should be growing quickly. I did Alchemy from 1p to 70p yesterday. :) You can help, of course. Just fire up a crafter, take a look at what I have done on the Alchemy pages and do that for your craft!
