Rep gain stop.. Did I miss something??Follow

Hello all! I'm kinda new to the game, 28 Champ on Meneldor. My reputation gain for Men of Bree has stopped dead @ 19900/20000, and will not increase at all. I've looked around online but could not find a solution. Did I miss a quest or something, or am I not looking in the right spots? Thank you.
