Race selection wont show up?

I joined LOTRO today and when i went in to make a new character the upper right panel for race selection doesnt show any races. instead it says "race info" and below that "you have a new quest!" and the rest of the box is blank. whats wrong and how do i fix this?

Major server crash. So it's likely affecting the character creation as well.

Major server crash TODAY(Sunday), but he posted yesterday.

I have had the same problem, its because of directx10. Go into options and turn off the directx10 option.
