Try now. I guess a bunch of people just got it.
Now I'm getting 1017 before it loads any lists at all. 
Been trying nonstop.
There should be an achievement for this...

Will it eventually pop up with the NA list if you leave it?
Leave what? The screen with nothing on it? Every so often it would give me the list, it usually gives me 1017.

When it says it cannot update the NA/EU list. Will it automatically update when it can? I've been backing out and spamming Start. I just didn't know if you could leave it there until it can load the list or not.
It can, but if you feel like it's taking a long time it almost certainly won't. It's more like an extended delay.

All the JP servers are locked from new characters right now, too.
I had been able to fairly consistently load the NA list for a while. Now, nada.

After being able to play for 12+ hours each day throughout the weekend, I think it finally kicked me out for good. 90000 while fighting some Banemites (farming Diremite Webs to make my weaving) and won't let me back in.
I still think it opens slots every 15 minutes. 6:15 after getting kicked it put me into a queue (and kicked me while waiting). 6:30 it sat for an extended time almost loading. 6:45 it entered a queue but I accidentally cancelled.
7:00 rolled around and I decided to watch Adventure Time and Regular Show on CN instead of spam the log in.

I ended up getting in. I ran a dungeon, but I think I'm going to go take a break. After all that spamming, I need to be not in front of my computer for a while. Maybe I'll go for a walk and play when I get back. I feel like an ******* for hogging a spot, but it is what it is.
I hope this is fixed on Wednesday, like they're saying it should be.

Also I don't know which JP server you are on, but I just logged on RQ to see if I could and I got on to Durandal just fine. Unfortunately I don't feel like playing atm. The game is pretty fun, but this whole "have to do the main quest to get the @#$# out of Limsa Limosa thing is sapping my interest. I really don't feel like doing a dungeon. I just want to explore the world with my fisher.

You only need to hit level 10 to be able to change your class. And you can leave LL whenever you want, after you do that first tutorial mission and get tossed out of the instanced area of the Adventurer's guild. If you have a Fisher already, you're good. Go wherever your heart takes you.
No dungeons before level 10. One or three instanced quests, but no dungeons.
You'll get your retainers through the level 20-or-so story quest. Then you can sell your fish on the AH.
Honestly, if you really don't want to bother with the questing stuff, I'd say just join a FATE party, grind your way really quickly to 20, race through those quests as fast as you can, and just be done with it.

yeah my reading led me to believe I can't leave Limsa without doing the first dungeon.
I really wish I had rolled my character in Uldah or Grid

Also I could change my class from the beginning, well I could definitely change my class before I got the message "you can change your class!" - I guess cause I am on my old character.

To be fair, the first dungeon is really super easy anyway.
