Dual Wield strat.Follow

Okay,
coming from everquest background, its safe to say you should have the faster weapon in your off hand and your slower in main, so it dual weilds each time, as opposed to it only double attacking every other time, because weapon 2 cant keep up with weapon 1s delay time

but my point is - does it matter in WoW? it doesnt seem to me like they are attacking at the same time, more like they just swing independently whenever their delay is completed.
