Just sounds like a mix between Flamestrike and Dragons breath. Might aswell just give us a succubus :) Also would be a bit overpowered.

How about just changing the mana cost of spellsteal to 10% of total mana?
I'd love to see this skill in the fire tree somewhere...

The mage transforms into a Phoenix for 1 minute; increasing damage done by fire spells by 10%, but reducing movement speed and armour by 50%. All party members within 30 yards of the Phoenix have fire spell critical strike chance increased by 3%.
I like the reduced casting-time idea, but it'd have to be changed to around 15-20 seconds or we'd get every class on our *** saying OMGWTFBBQSAUCE! AP+PoM+Trinket+Pyro+ 3 second cast time pyros. That'd be nasty. Fun, but nasty.
