How good are these mage builds for PVE/PVPFollow

for build # 2 I don't see the point of using that far into Arcane since it looks to be an Ice Mage heavy Build just so you can get PoM ... Ice mages don't really need PoM since most of their attacks are either

Frostbolt
Frostnova

and nothing like Pyroblast in that spell chain
