Spec Sub and abuse stealth, vanish, shadowstep and ambush (or CS if the mage has Blink on cooldown) xD.
You have the cloak of shadows. Why not use it?
Now seriously though, if you got FNed and didn't do anything about it (improved Sprint, Vanish, trinket?) but just waited for that Shatter user to shatter you into dust, then you asked for it.
It's the perfect situation for a Mage, to have the target frozen and waiting for your spells.
You allowed that perfect situation to occur, so you put yourself in perfect trouble.

That gets you back into stealth and lets you sneak up behind the cloth wearer (wait till he's done jumping around casting Arcane Explosion) and cheap shot -> backstab, gouge, backstab, kick (etc, etc, etc) then the mage is stun locked. C'mon... If you don't know how to stunlock a mage or use vanish...

got 4 seconds to do 6-7k damage without worrying about sheep, freeze, chill, damage, stuns etc. you just have a clothie SITTING there and you are IMMUNE to most things he can throw at you (except if he has some engeneering skillz).
for a rogue, if you just SIT there waiting for teh ice to break.. go play another game. seriously.

Frost Nova is on a 20 second cooldown... the only reason for him to break your stealth with that is if he can see you. Which would mean... be sneakier/more patient maybe? Blizzard/Arcane Explosion on the other hand would be an indication that he probably can't see you.
You can break Nova with a ton of things. If I were the mage I would have Polymorph'd you since you have fewer ways to break it, and that would mean he could save the nova for if his onslaught doesnt kill you. He could also Nova -> Polymorph and wait a few seconds for his cooldowns to come back. Then yeah max range Arcane Power Frostbolt -> PoM Frostbolt -> Fireblast takes care of most rogues that dont use escapes fast enough. (usually only need one crit out of the 3) Then if you dont Vanish he still has nova to FB -> Ice Lance you if you dont use Cooldowns.
Oh and he has Blink/Ice Block to break your stun lock. Stick to Ambush/Backstab/Silences unless you're dualing him several times and want to use up his cooldowns. I try to save Ice Block for CoS when I can which usually isnt very tough. Arcane Mages are significantly easier when AP/PoM is on cooldown.
