The slow Pursuit of Justice (an untalented talent).Follow

Any Paladin browsing through the Retribution talent tree must have seen the following:

PURSUIT OF JUSTICE-Increases movement and mounted movement speed by 4%. Does not stack with (other movement enhancers).

I used to have, long ago, an enchant on my boots for a meager 3% speed enhancement. At first sight it was impossible to tell there was any speed increment, but when racing against others I was able to find myself a very speedy Dwarf. Those boots are long gone and I have no other enhancers but the aforementioned talent.
As for my experience this Pursuit is only for very slow "unjust pursuees", since I have not felt any benefits for the talent in question. I have raced, barefooted and mounted, against friends, enemies and critters and have not gained one centimeter per hour more than I used to have normally.

The enigmas are: Does it actually enhance our speed/movement in any way? Has anyone else felt that it does nothing at all? Is my talent point wastebin fodder?

Any elucidation on respect of this will be greatly appreciated.

Yea it works, but it is a worthless talent. Use the points elsewhere and get the pvp boots or get the enchant.

Plus I beleive that they all increase speed 8%.
