First of all, the build you posted is not 17/0/44, it's 10/0/42. Did you want us to complete it?
Second of all, it looks like this is a PvE build, in which case I'd advise checking the talent changes in the upcoming Patch 2.1.0
In particular, Arctic Winds will be giving a static +5% damage with full 5/5 making it a much more attractive talent for PvE. Having said that, with the nerfs to Ice Block, diminishing returns on freeze effects, increased chances for level 60+ monsters/players breaking freeze effects, you really have to re-evaluate whether a deep Frost build is the way to go. Moreover, Fire-based builds are noticeably better in end-game PvE.

Ok, no I meant to complete it but I see you have a 10*0*50 build
Im currently straight frost and its nice for PvE since I crit alot. Are you to respect to pyro. What would be a better Frost build incorporating the new patch or would it be better to respect to pyro now for leveling PvE style with good PvP ability. Thanks for the help

I'm only going to be doing PvP when I hit 70; I don't have the time to do raids. I might run a few 5-mans with my guild if the opportunity comes up.
So, I'm planning on this 33/5/23 AP Frost build. Basically going to spec out of Frostbite and grab 5/5 Impact to test it out with Molten Armor procs. Otherwise, it's very similar to 33/0/28 AP Frost. I lose 1 point from Piercing Ice and don't have the option to grab Improved Cone of Cold, Permafrost, and/or Elemental Precision.
