I agree with Madag, 60 is still a big milestone. My advice would be level to 58, head through the portal, and ding 60 in a short time. After that, look to run your epic mount quest. It's tough to get people to run the "old" instances these days, but if you buddy up with a 70, the two of you can take probably two-man whatever instances you need. A lot of people avoid the Charger quest because of the time it takes, but you get both an epic mount as well as the riding skill for "free." Having a speeding mount in Outlands is pretty handy.
You're spec won't really be critical until you're in a guild. If you like Prot or Ret, you can stick with it and just pick up some healing gear in Outland. Believe me, there's a fair amount around. A good set of healing gear will allow you to main heal most 5-man instances, so you can maintain whatever spec you like while still having the option to healbot if you like. Once you get into a guild you may be asked to respec based on their needs, but that's up to them.
As for when to look for a guild, there's nothing wrong with starting to shop around now. There are so many out there that you can pick and choose depending on what you want to do. Are you more into PvPing or are you looking to do some heavy raiding? Either way, a lot of the upper-echlon guilds will have websites, so pay attention to the people you quest or run instances with. Most websites will have an application that you can fill out. Just remember that if you build a good reputation as a dependable pally, you'll have an easier time finding the right guild. Most people get into one simply because someone in the guild put in a good word with the GM for you.
