The build looked decent to me, though a few changes would be made for me personally. I love my cruelty...that crit comes out to a decent amount of extra threat. Remember, a large portions of our threat now comes from damage. Shield slam/revenge/heroic strike. With the upcoming change to revenge, innate threat being lowered and damage being raised, we're going to be even more dependant on damage for threat. That 5% to crit does more than you think.
As for imp. shield wall and taunt....meh. With the wall, take it or leave it. I personally have it, because I use that ability when I need to mitigate large amounts of damage for the raid, or in 'Oh sh*t' situations...in said situations, that extra 5 seconds can make a big difference. I personally think imp. taunt is a waste of points. Are you REALLY going to waste 2 points to make a 10 second cooldown an 8 second CD instead? Really? My take is if that extra 2 seconds is really causing you grief that often, you need to do one of two things. 1.) Reevaluate your tanking methods. Or 2.) Reevaluate your group and DPS, and put their asses in line.
If people rip agro often enough that you need those 2 extra seconds, you know what will help your group right then, and that player a lot more in the long run? Letting them tank it, and die...that way they learn to watch their agro. Make them learn the basics of what they should have back in UBRS...the tank is up front for a reason. Don't pull off of him. You don't do much DPS as a corpse on the ground.
I just feel those two points could be better spent just about anywhere else. I also wouldn't bother with imp. revenge, but that's just me. I personally haven't had it in BC even though I had it back in the day levelling. I would imagine that it's just like it used to be though, in that it doesn't work on raid bosses and the like.
I would have to agree as far as Anger Management goes. Really not that useful of a talent for a tank, but anticipation needs to stay. Yeah, yeah, you can replace that lost defense with gear...but at the expense of what stats? And really, what are you going to put those extra 5 points into that will make as drastic an effect on your tanking as 20 defense will? That's a lot of defense rating for that same bonus...48 to be exact. Once you get more geared up? In many cases you won't need that defense, honestly. But when you're first 70, and just getting your raiding gear put together, that 20 defense gives you a LOT of breathing room to optimize your gear.
Take note that this is all obviously just personal opinion. But that's what you asked for.
Edit: Just a quick edit after re-reading your stuff. Just because you'll have enough defense in the gear you have, doesn't mean you should drop anticipation just yet. FOr example, in my gear that I was wearing before, I had 514 defense. Safe to drop anticipation there? Yes...but once I picked up BETTER gear, my defense went down to 491...but in the process my mitigation actually went up a few %, and I got almost 1k more health. If I didn't have anticipation? I'd be way below the defense line. As for imp. def. stance...your call. Take for example a 4k magic hit. Only 240 will be taken off the blow. But over the course of a raid that can come out to a lot of damage being mitigated. Granted, with resist gear it's questionable...but it can still be useful for those hard, or even impossible to get, resist fights. I know there's plenty of times when I've almost died and gotten saved by the skin of my teeth..and thanked god that I'd put in that stam gem the day before. I recall being at 6 hp at one point, first week in Kara....whew. That was scary.
