This is me:

Now, I was thinking about fixing my build some. I am mainly a solo shaman and I was wondering which was better Toughness or Anticipation? I think Anticipation, because you flat out don't get hit...thus no need for damage mitigation? can I get a little hand here?

I'm a level 60 Orc Shaman, and I opted for Toughness; which seemed to work fairly well for me. My thought process was that even when I get hit, I like less damage to be taken; especially when fighting more than one mob.

Personally, I don't go for either. Neither is a big enough % to make it a big difference.

Though, if you really had to be "picky" between the 2, then I'd go for Anticipation. The strike that missed, always does less dmg than the one that hit. Its no surprise that rogues can solo elites that we can't, simply on the fact that the mob can't land a hit on them...and they wear less armor than we do.

But, like I said, neither is going to save your butt on a regular basis, so its not really worth debating.
