FFXI update gone badFollow

ok Ive been playing final fantasy for over a month now and i worked wonderfully. Then my computer broke and the repair guys had to reformat it. Now im trying to reinstal final fantasy and ive been trying for 2 days now first of all the first time i installed it it took about 3 hours to do all the updates, over the past 2 days ive been letting it go for up to 9 hours. It is going soooo much slower but thats not the reall problem. The reall problem is that it gives me an error message (POL-1161) and then has to start over again. I am hooked up to the internet and everything and i deactivated my firewall can someone please tell me what the hell is wrong.
