Problem Reinstalling POL and Tetra Master - Please Help!Follow

Hey, I'm currently in the process of switching between PS2s. I reformatted my HDD and I am currenty reinstalling POL and Tetra Master. The problem is, every time I try to install them, the dang thing gets stuck at 15%, I've tried it three times now, and every time it's done this, I know the PS2 hasn't frozen, because I could still cancel out of the installation process. I've let the PS2 sit at 15% for over an hour two of the three tiems, but to no avail, if someone could help me it would be greatly appreciated.
