CoP install problems PS2Follow

Everything is fine until my time remaining goes to 0 and then it does nothing. A screen pops up for about .25 second. Its so fast I can barely read it. But it is the error you get if you open the cd tray on the playstation. I let it sit for 40 minutes and that meesage pops up every 3 minutes or so.

I've tried to install CoP three times now. Everytime I reformat the HDD and start fresh. I can install FF XI fine. This just happens when I get to the end of the CoP install. Then I have to start all over again, reformat,install POL, install FF XI....ect.
