POL-1028 error!!Follow

I use a dial up connection for FFXI and cant for some reason seem to get on anymore. I keep getting error "pol-1028" saying that it cannot detect a dial tone. Ive turned on the phone, heard the ps2 dial, but as soon as it does I get a busy signal, is this normal? Is pol down or is this just me? please help.
I tried logging on last night around 8pm eastern, no go. tried again today at 1pm and nothing again. any ideas???
