how can I know of ports 5000-65000 are blocked or not?Follow

I want to play FF XI I bought it a year ago and I was playing just fine till I go to another area,I get the loading screen and it disconnect me from the game.after many quires I found out that those ports 50000-65000 are need by the game and my damn free ISP is closing them...however 2 months ago this free ISP here is Saudi Arabia changed their firewall settings now I can use bittorent and so many applications that didnt work in the past.
I cant change my ISP,They wont answer me if I ask them this because it is an internet from a company and I dont want to waist 13 dollars to see the same error not to mention the huge update.

in WoW i can do tracert to see if the game will work or not.what about FF XI?
